Manjit Sappal is the founder of MS Investigative Services & Consulting LLC. He has over 28 years of public safety leadership and investigative experience; he is a seasoned law enforcement executive and trusted consultant in matters of police oversight, workplace integrity, and organizational accountability.
Chief Sappal (ret.) served in three California police departments, culminating in his tenure as Chief of Police for the City of Martinez. During his leadership, he also served twice as Interim City Manager, and oversaw all municipal departments and guided the City through strategic budget initiatives, ballot measures, and community safety priorities. His hands-on leadership led to measurable reductions in crime, increased community trust, and the institutionalization of professional standards, transparency, and innovation.
